Terms of use


  1. Topic and definitions

    1. The following terms of use regulate the use of the “SegnalaCI” platform, as well as the responsibilities related to the use of the aforementioned platform.
    2. "SegnalaCi" is an online platform through which the User can send to the Metropolitan City of Genoa (and to the Municipalities of the province of Genoa participating in the platform) suggestions, reports and complaints - which can be georeferenced - for the improvement of the quality of the services offered by the Administration and to improve the livability of the City. The platform, got from the Municipality of Genoa, is an exclusive property of the Consorzio dei Comuni Trentini (Consortium) based in Trento, Via Torre Verde, 23 (VAT 01533550222).
    3. "User" means the natural or legal person according to Art. 2 that makes suggestions, or sends reports and complaints to the "SegnalaCi" platform.
    4. "Administrator" means the Metropolitan City of Genoa and the Municipalities of the province of Genoa participating in the platform to which suggestions, reports and complaints are addressed and which is responsible for taking charge and responding to the User.
    5. These terms of use apply to all suggestions, reports and complaints made, including through any special applications for smartphones, or third-party systems integrated with the portal.
    6. Kindly note that the activity of sending suggestions, reports and complaints will be generically referred to as "reporting activity".
  2. Accesso

    1. In order to carry out the "reporting activity" through "SegnalaCI", the User must register through Spid (Public Digital Identity System), CIE or inserting personal data.
    2. The User commits to providing data that correspond to the truth. Personal data referable to third parties are to be considered false.
    3. The User takes on all civil and criminal responsability for any falsity or incorrectness of the given information.
  3. Sending suggestions, reports and complaints

    1. The topic of the User's suggestions, reports and complaints are situations that can contribute to improving the quality of the services offered by the Administration to improve the livability of the territory.
    2. The "reporting activity" may be enhanced by sending photographs through the system and adding comments in compliance with the privacy legislation.
    3. The "reporting activity" must concern only situations related to the activity and public services of municipal importance.
    4. By sending reports, suggestions and complaints, the User declares to be the owner of any right connected to them (for example: photos).
    5. The suggestion, report and complaint entered by the User may be made visible on the platform even by unregistered users only if the User has chosen to make them public. The System Administrator may at any time delete from the platform the suggestion, report or complaint, or obscure part of the suggestion, report or complaint if it may infringe the rights of third parties or in any case conflicts with the provisions of point 4.3. The Administrator may, if necessary, respond to the User privately by email.
    6. In any case, the publication or deletion of the report, suggestion or complaint on the "SegnlaCI" platform is left, for the reasons indicated above, to the System Administrator’s evaluation.
    7. When the suggestion, report or complaint has been published of the User’s free will on the "SegnlaCI" platform, he has the possibility himself to request to delete it (via email to segnalaci@cittametropolitana.genova.it ) at any time and the Administrator will do so within 5 working days.
    8. Anyone, after accessing, can send comments on suggestions, reports and complaints previously published. Comments will not be answered by the System Administrator. The System Administrator may also delete the comment from the platform if it may infringe the rights of third parties or in any case conflicts with the provisions of point 4.3.
    9. The personal data provided by the Registered User as part of the "reporting activity" will be used exclusively for statistical purposes and will in any case be processed in full compliance with the current legislation on privacy (GDPR EU Regulation n.679/2016).
  4. User’s Responsability

    1. The User is directly responsible according to civil, criminal and administrative laws for the content uploaded onto the "SegnalaCI" platform.
    2. The User takes on all responsibility, as well as any direct or indirect consequence, deriving from any infringement of the rights of third parties (for example: copyright or other property rights, rights relating to the privacy of persons etc.) due to the inclusion of texts, comments, photographs and / or any other material on the platform.
    3. The User undertakes not to include in the reports, suggestions or complaints material or extracts of material:
      • covered by copyright and of which he is not himself the owner;
      • that have defamatory or libelous content;
      • contrary to morality and public order, or capable of disturbing the public or private peace or of causing offense, or direct or indirect damage to anyone or to a specific category of people (for example, the insertion of materials or extracts of material that may harm the sensitivity of ethnic or religious groups, etc. is prohibited);
      • contrary to the right to privacy of third parties;
      • detrimental to the honour, decorum or reputation of third parties;
      • however contrary to the law.
  5. Limitations of responsability

    1. The Administrator is not liable for direct, indirect or consequential damages suffered by the User or by third parties following the publication of the report and / or for damages of any kind or for any reason connected with such situations and for this purpose the User declares to release the Administrator from any form of liability.
    2. The Administrator is not responsible for the inappropriate use of login data, nor for their dissemination.
    3. The Administrator is not responsible for the illegitimate use that third parties may make of the site and the total or partial reproduction of the contents.
    4. The material sent by the User will not be returned.
  6. Communications

    1. The User acknowledges and accepts that all communications, notifications, information and in any case any documentation relating to the operations performed and referred to the use of the "SegnalaCI" platform will be sent to the e-mail address indicated by the User during the registration process.
